Slow transfer speeds Sy-PEX40032

Hello, I have the sy-pex400032 with the drivers from the product webpage. The reason for this message is to request help with slow transfer speeds. Since this is a 1x card, will my M4 RAID 0 always have test scores like this? 2x RAID 0 Segate 7200.11 1.5TB drives, partitioned several times.
2x Sapphire HD 6950 2GB dual fan w/BIOS switch, X-fired 
1KW PSU
Cooler Master HAF 932  
H50 CPU Cooler, + additional fan push/pull
Windows 7 64_bit w/all updates, latest drivers

Hey Alex,

 

The card is not particularly slow. It has simply reached its real world limits because PCI-E x1 v1.0 caps at 250mbs or v2.0 caps at 350-450mbs
